Changes

First encountered by [[Thompson]] while rummaging through a dumpster behind a 7-11, Higgins is a military veteran and previous squadmate of [[Thompson]] who encountered [[The Ink]], and subsequently went AWOL. Higgins is currently homeless, living rough in an earthquake damaged section of [[The First World]] referred to as the aft-streets.
