First encountered by Thompson while rummaging through a dumpster behind a 7-11, Higgins is a military veteran and previous squadmate of Thompson who encountered The Ink, and subsequently went AWOL. Higgins is currently homeless, living rough in an earthquake damaged section of The First World referred to as the aft-streets.

Described as quiet, with a military background. Has ongoing nightmares from his encounter with the creatures of The Ink.
